Strategic Areas:

Student Learning        

Description:  The major district goal is student learning with an emphasis on closing the achievement gap and ensuring learning for all students through high standards, integrated technology and the district-wide coherent curriculum.

Benchmark: Ensuring Learning for all Students  

2005-06 New Initiatives:
  • Develop and implement strategies to increase college readiness for all students.
  • Ensure adequate resource allocation to all classrooms.
  • Implement approved completion rate improvement strategies.  Document processes and gather data for evaluation of the impact of the strategies on completion rate, dropout rate and AEIS report.
  • Evaluate campus Guidance Counseling Program for efficiency and alignment with District goals.
  • Execute planning process for the implementation of the AVID Program in 2006-07 school year.
  • Implement Middle School Extended-Day Pilot Program.  Document processes and gather data for evaluation of program impact on student learning.
  • Implement the “Atlas” (Athletes Training and Learning to Avoid Steroids) and “Athena” (Athletes Targeting Healthy Exercise and Nutrition Alternatives) drug prevention and nutrition programs for high school athletes.
  • Emphasize the Safety and Security Department drug abuse enforcement and education mission.
2005-06 Continuing Initiatives:
  • Provide opportunities for teachers to master a variety of instructional strategies to address diverse learning needs of all students.
  • Allocate resources for specific student groups to close the achievement gap.
  • Monitor NCLB highly qualified status of teachers and paraprofessionals.  Highly qualified status must be attained by May 2006.

Benchmark: Integrating Standards

2005-06 Continuing Initiatives:
  • Maintain and update curriculum to correlate lessons with Texas Essential Knowledge and Skills (TEKS) and national standards.
  • Maintain technology configurations in each classroom.

2005-06 New Initiatives:
  • Implement Connecting Libraries and Learners in Plano (CLLIP) project.
2005-06 Continuing Initiatives:
  • Implement Campus-based Online Instruction programs.  Document processes and gather data for evaluation of program effectiveness.

Benchmark: Integrating Technology

2005-06 New Initiatives:   
  • Implement Year 2 technology bond initiatives.
  • Provide access to online tutorials supporting productivity software tools.
  • Provide laptops for identified students at Key Schools.
2005-06 Continuing Initiatives:
  • Continue to support and expand the Computers@Home program at all campuses.
  • Continue to support and expand the myPISD.net program at all campuses.

Benchmark: Developing a Coherent Curriculum

2005-06 Continuing Initiatives:
  • Continue to develop, improve and maintain a guaranteed and viable pre K-12 curriculum which is consistent from school to school and meets the needs of diverse learners.
  • Use the results of the 2004-06 Career Education study committee to recommend changes for improvement in the Career Education program.

Data-Driven Decision Making

Description: The district will continue to use a variety of data effectively to improve instructional practices and student learning.  The district will use data to evaluate investment with student outcomes.

2005-06 New Initiatives:
  • Identify elements that have the greatest effect on student learning and performance.
  • Refine staffing allocation process for special areas so that formulas are student-demographic driven, similar to the changes made for general education staffing formulas completed in 2004-05.
  • Implement a school health immunization and clinic log program so that data may be integrated from one program for better compliance with district policies and state/federal laws.
  • Continue to use information collected by the Athletic Strategic Planning Committee to guide improvement/changes in athletic staffing allocations.
  • Develop an evaluation of the recommendations/implementations from the Athletic Strategic Planning Committee for 2005-06 and determine the impact on all programs involved.
  • Develop probability models that describe the effect of course selection on test performance.

Benchmark:  Using Information to Improve Instructional Practice

2005-06 New Initiatives:
  • Develop SAS tool to surface critical data focused on assisting principals and teachers to make instructional decisions.  

Benchmark:  Using Data to Affect Student Performance

2005-06 New Initiatives:
  • Develop business intelligence objects to deliver identified key performance indicators to administrators’ desktops.   

Benchmark:  Relating Investments, Outcomes & Improvement Strategies

2005-06 New Initiatives:
  • Develop a disease management/wellness initiative to improve employee health, which will reduce district expense and maintain educational resources for students due to employee absence.
2005-06 Continuing Initiatives:
  • Continue implementation of Texas Education Administrative Management Solutions (TEAMS) system.

Community Connectedness

Description: The district will involve the larger community in improving student learning by developing strong community support, helping the community to understand and use assessment results, providing community-based learning opportunities, and building community partnerships.

2005-06 New Initiatives:
  • Discuss the current district logo and address changes that may better reflect the district’s mission.
  • Utilize a new publication (Annual Performance Report) as a document to initiate a broad discussion within the Plano ISD community through stakeholder groups.
  • Host Parent/Community Leader forums to discuss the accountability rating and results regarding student achievement.
2005-06 Continuing Initiatives:
  • Continue to recognize the contributions of district people through the Hall of Honor Banquet and Golf Tournament, and increase community participation in and awareness of this event.
  • Continue to promote student, parent, and community involvement in our middle schools and high schools through “Cluster Nights” at varsity athletic events.

Benchmark: Understanding and Using Assessment Results

2005-06 New Initiatives:
  • Initiate a “state of the district” program with community leaders.
2005-06 Continuing Initiatives:
  • Focus Site Based Improvement Committees/District Based Improvement Committee to develop measurable goals for continuous student improvement.

Benchmark:  Providing Community-Based Learning Opportunities

2005-06 New Initiatives:
  • Partner with City of Plano to conduct an emergency preparedness exercise at a PISD campus.

Benchmark: Building Community Partnerships

2005-06 New Initiatives:
  • Expand district partnerships with area hospitals and PISD health science program.
  • Develop innovative methods to create parent communication groups for general and emergency announcements.
2005-06 Continuing Initiatives:
  • Develop a strong relationship through the Hi-TECCC initiation with Texas Instruments, Raytheon, Nortel, Lockheed Martin, The University of Texas at Dallas, Collin County Community College, and Plano ISD to promote initiatives for students into science/ math/technology/engineering fields and to provide professional development for teachers.

Capacity Development

Description: Quality learning in Plano ISD classrooms is directly related to expanding organizational effectiveness, promoting innovation and improving professional and organizational development.

Benchmark: Expanding Organizational Effectiveness

2005-06 New Initiatives:
  •  Design and implement Team Leader Academy to train teacher leaders.
  • Utilize the results of the 2004-2005 new teacher survey and input from administrators to enhance teacher mentoring programs.
  • Conduct a market study of stipends to determine effectiveness of funds being currently utilized and ensure the district’s competitive position.
  • Provide leadership development for administrators and principals through continued training using Crucial Confrontations.
  • Conduct 1st and 2nd Year Principal Focus Training Sessions.
2005-06 Continuing Initiatives:
  • Conduct district staff training on street drug, steroid, and prescription drug awareness.
  • Design and implement a district professional development model which focuses on student learning.
  • Utilize TEAMS information system to process student transfer information.
  • Complete annual analysis of compensation of benchmark districts to ensure Plano ISD remains competitive in attracting and retaining quality staff.
  • Recruit at colleges/universities and job fairs with an emphasis on selecting a qualified and diverse staff, using technology as a resource.
  • Offer diversity training and awareness opportunities for all staff.

2005-06 Continuing Initiatives:
  • Finalize program designed to encourage Plano ISD students to return to the district as teachers

Benchmark: Improving Professional/Organizational Development

2005-06 New Initiatives:
  • Target professional development to close the achievement gap ie: differentiation of instructional strategies; best practices in secondary reading; positive behavioral strategies for Special Education students.
2005-06 Continuing Initiatives:
  • Continue working on compliance issues within the legal, regulatory, and HR policies and procedures, especially in serving as a resource for HR-related support staff actions.
