10. Cooperative purchase of buses

Description:
Quotes for the following items were requested from the Houston Galveston Area Council of Governments Cooperative. The recommended quote meets the criteria set forth in the Educational Code Section 44.031, Local Government Code 791, and School Board Policy.
Local Government Code, Chapter 791, enables the District to purchase goods or services through interlocal agreements without using a bid process. Staff determined that the Houston Galveston Area Council of Governments Cooperative currently offers the best pricing structures for the purchase of school buses.
Staff is requesting the approval of the purchase of fifteen buses. Nine of the buses will be 53 passenger buses that are equipped with wheelchair lifts to accommodate special needs students. Six buses will be conventional 77 passenger buses. The 2004 Bond Initiatives funded the replacement of older higher mileage buses. All bid requirements have been fulfilled using the cooperative purchasing method.
Nine each International Corporation (53) passenger capacity, conventional school buses with air conditioning, wheelchair lift, and diesel engine for special education use. Six each International Corporation (77) passenger capacity, conventional school buses with air conditioning and diesel engine for special education use.

1 - H-GAC Administrative Fee - $ 600.00; Total of $ 600.00
Recommendation:
The Administration recommends that the purchase of fifteen buses, using the Houston Galveston Area Council of Governments Contract, be approved for $1,395,516.
