Description:

Proposals for the following items were advertised, received, and opened by the Purchasing Services Department. The appropriate department has evaluated all proposals and forwarded their recommendation to Purchasing Services to be reviewed for compliance with Education Code 44.031 and School Board Policy.

This is a compliance proposal that will establish an approved vendor and pricing for the purchase of student lift systems for seven classrooms at various District locations. The equipment will be used by staff in assisting special needs students. This is the first year of a renewable contract.

A committee comprised of staff members from the Special Education Department evaluated the three proposals that were received. Staff recommends the approval of the proposal from United Rehab Specialists, Inc. for $91,600. They are the exclusive Texas distributor for the Human Care overhead transfer lifting system which utilizes a two strap lift system. This lift system can easily transfer a student from one room to another without moving the student from one sling to another. The equipment also enables the District to expand ceiling lift systems by simply adding a rail component to a new location. The system's installation does not require the removal of doors or door headers to move students from one room to another. The Human Care equipment is cost effective and provides District Staff with a safe efficient means of lifting and transporting students. Also, this equipment has the least impact on District facilities. In addition, the vendor offers a lifetime warranty on the rail system and a three year warranty on the lift motor and components. United Rehab Specialists also offers annual inspections @ $75/hour. This is a value added service, since this is a medical field requirement. The inspection service is difficult to find. United Rehab Specialists, Inc. will also honor their pricing for additional units that may be required later in the year.

Lifts Unlimited, LP offers a ceiling track lift system for $79,600 but their proposal does not include installation costs. Tab sheet available as an attachment.

Recommendation:

The Administration recommends that this proposal be awarded to United Rehab Specialists, Inc.

Budget/Financial Implication: Federal Special Education Grant.
