13. Cooperative and Sole Source Purchases

Description:
Each recommended purchase meets the criteria set forth in the Texas Educational Code Section 44.031 and School Board Policy.
Listed below are items to be purchased, purchasing method, and estimated expenditure for the 2007-2008 school year. The selected purchasing methods are cooperative purchases through the Texas Building and Procurement Catalog Information Systems Vendor (CISV), Texas Association of School Boards (TASB) BuyBoard, and Sole Source Vendors.
1) The purchase of CA Etrust Software provides anti-virus protection for District workstations, servers, and gateways from harmful or malicious software. CDW-Government offered the best pricing using the State of Texas Catalog Information Systems Vendor (CISV) Program.
2) The purchase from Northwest Evaluation Association provides the Measures of Academic Progress (MAP) online testing for grades K-12 in Reading, Language Arts, Math, and Science. Depending on the grade level, some grades test multiple times a year and other grades test only
once a year. This replaces the district diagnostic tests and adds testing of Science to the grades that are testing in Science on TAKS. Northwest Evaluation Association is the Sole Source for this software.
3) Class.com provides the District with on-line course material for our eSchool program. Class.com is the Sole Source for this material.
4) This purchase from Prologic provides the support services for the use of TEAMS and CIMS for our daily operations including printing, programming and equipment operation. Prologic is the Sole Source Provider for this service. The contract mirrors the existing with a minor change from a five year term to an annual extension for one year for a total term of five years.
5) The purchase of Novell Premium Support provides the services of a consulting engineer. This service insures the optimum operation of the Novell software used throughout the District.
6) The light fixtures on Williams Field are estimated to be 30 years old. The fixtures are very inefficient and Facility Maintenance has not been able to obtain replacement parts. Light levels on the field are considered very poor. Musco Sports Lighting is the approved BuyBoard vendor and has performed several lighting installations for the District.

Recommendation:
The Administration recommends that the purchases from each of the listed vendors be approved.
