21. Construction Manager at Risk - six projects

Purpose: A - Request decision - closure required

Time: No time limit

Description:

Competitive Sealed Proposals were solicited for Construction Manager at Risk for six separate projects. All six solicitations were scheduled concurrently. Proposals were received on May 10, 2006 from seven construction manager firms. Following review of the submitted proposal information by the Facility Planning and Construction staff and the Architects on all six projects, four CM firms were scheduled for interviews.

The interviews were conducted on May 24, 2006. Representatives from PISD and all of the involved Architects attended the interviews. Immediately following the interviews, an evaluation was conducted and the recommendations were made for the specific CM for each project. Key elements discussed during the evaluations included previous experience of the firm and their individuals at the campus, previous experience with the project type (stadiums, fine arts additions, phased and occupied renovations), and previous performance with both the Architects and PISD. While each Architect made recommendations for their specific project, they did so with the full understanding of which other projects were being proposed for that CM.

A Summary Sheet is attached showing all six projects. The seven CM firms with their proposed fees are identified and reflect which firms were interviewed and recommended for the projects. The Pre-Construction Services fee is added value to the District and allows for involving the constructor in the planning process.

The Construction Period fee is always included in the amount of the construction budget and contract award. The rate to be used for this fee is established up front and is expressed in terms of a percentage of the Cost of Construction.

The contract award at this time will commit the Pre-Construction Period Fee and will set the rate for the Construction Period Fee. Prior to committing any funds to the cost of construction, a Guaranteed Maximum Price will be presented to the Board for approval, and a contract amendment will be required.

The Administration recommends that the Construction Manager at Risk Projects be awarded to the following:

* Beck offered a $2,500 reduction in the Pre-Construction Services fee for PESH due to being awarded multiple projects. While the pre-construction services are project-specific, Beck felt they would have the ability to consolidate some of their costs with these three projects and their current work in the District.

Estimated Value Construction Budgets: Bowman MS - $2,952,500; Carlisle ES - $7,870,000; Mathews ES - $8,370,000; Clark Stadium - $2,250,000; PESH - $3,975,000; Jackson ES - $1,750,000 Budget/Financial Implication: 2004 Bond Funds.
