4. #3719, Vending machine services for ice cream

Purpose: A - Request decision - closure required

Description:

Proposals for the following items were advertised, received, and opened by Purchasing Services. The appropriate department has evaluated all proposals and forwarded their recommendation to Purchasing Services to be reviewed for compliance with Education Code 44.031 and School Board Policy.

This is a compliance proposal that will establish an approved vendor for providing ice cream vending machines and service for various locations in the District. This is the first year of a renewable proposal.

Two companies submitted proposals: A to Z Vending, Inc. and Lone Star Ice Cream, Inc.

A to Z Vending, Inc. offered a large variety of ice cream at comparable pricing, but only five products are in compliance with the Texas Public School Nutrition Policy. Plano ISD currently has 77 vending machines in place throughout the District. Per the references given by A to Z Vending Inc, the most vending sites maintained are twelve. Staff was concerned that A to Z Vending, Inc. would not be able to meet the District's needs in supplying and maintaining the vending machines.

Staff recommends that Lone Star Ice Cream, Inc. be awarded the proposal. Lone Star offers the best overall proposal based upon the following: highest commission rates, commitment to maintain commission percentage throughout the contract period, price of products, and products that conform to the Texas Public School Nutrition Policy. Lone Star Ice Cream, Inc. is the District's current provider and has provided a good level of service. Tab sheet is attached.

Recommendation:

The Administration recommends that this proposal be awarded to Lone Star Ice Cream, Inc.
