3. #3718, Temporary labor for food and nutritional services

Description:

Proposals for the following items were advertised, received, and opened by Purchasing Services. The appropriate department has evaluated all proposals and forwarded their recommendation to Purchasing Services to be reviewed for compliance with Education Code 44.031 and School Board Policy.

This is a compliance proposal that will establish approved vendors for temporary labor for Food and Nutritional Services (FANS). This is the first year of a renewable proposal.

Requests for Proposals were sent to 45 potential companies. Seven proposals were received. Of the seven, Gonzales Labor Systems and Results Staffing Inc. have history with the District. Staff reviewed the proposals, vendors' questionnaires, checked references, and evaluated each company to determine the offers that present the best value to the District.

Due to the varying staffing demands throughout the District for FANS, it has been determined that one staffing company alone may not be able to fulfill all of FANS' requirements. Staff recommends that six companies be awarded. The hourly rates of the six companies are comparable with one another, varying from $9.79 to $11.70. Staff does not recommend Express Personnel Services because the hourly rate was much higher than the other companies, and they did not accept the District's Standard Terms and Conditions. Recommendation:

The Administration recommends this proposal be awarded to the following:
Employee Solutions of Richardson; Gonzales Labor Systems; JanTech Staffing; Recana Solutions; Results Staffing, Inc.; Snelling Employment.

Business Impact:

Estimated Value: $125,000.00.
Budget/Financial Implication: FANS Operating Budget.
Evaluation Criteria: Purchase Price; Quality of Goods; Vendor's Reputation; Best Meets the Needs of the District.
