9. Cooperative and sole source purchases

Description:
Each recommended purchase meets the criteria set forth in the Texas Educational Code Section 44.031 and School Board Policy.
Listed below are items to be purchased, purchasing method, and estimated expenditure for the 2006-07 school year. The selected purchasing methods are cooperative purchases through the Texas Building and Procurement Catalog Information Systems Vendor (CISV), Texas Multiple Awards Schedule (TXMAS), Texas Association of School Boards (TASB) BuyBoard, and Sole Source Vendors.
1) The purchase of Teacher Created Materials "Exploring Nonfiction" and "Exploring Writing" kits provides the leveled supplement for differentiated reading and writing instruction and independent practice for special education students in Power Reading Level 2 for grades 6, 7, and 8 at middle school, Reading I Level 2 for grades 9-12 at high school and senior high school, Strategic Reading 6-12, self-contained Language Arts at middle school level and self-contained English courses at high school / senior high school level. These materials are important for the implementation of the District-wide differentiated curriculum currently in development for special education students. Teacher Created Materials is the sole source for these materials.
2) The purchase of the Benchmark leveled readers provides the vehicle for differentiated reading instruction for special education students in Power Reading Level 2 for grades 6, 7, and 8 at middle school, Reading I Level 2 for grades 9-12 at high school and senior high school, and Strategic Reading 6-12. These materials are important for the implementation of the District-wide differentiated curriculum currently in development for special education students. Benchmark is the sole source for these materials.
3) Atomic Learning provides the District with web-based software training for more than 100 applications for PISD students, staff and parents. These online tutorials have been integrated into some of our courses at the high school and senior high school. Atomic Learning is the sole source for this software
4) This purchase will provide basic mechanic tool sets for each of the eight service bays in the District Motor Pool. Snap-On is the awarded vendor for the Texas Multiple Awards Schedule (TXMAS). The TXMAS Contract offers volume buying power that provides the best value for this purchase.
5) The Murphy Distribution Center is requesting approval for the purchase of a Ford F750 for replacement of a vehicle currently in service. Transportation Services is requesting three of the same type Ford F750 trucks to be used for transporting music equipment and other types of equipment. The purchase of these trucks is more cost efficient than leasing vehicles for long term use. The trucks will be purchased using the TASB BuyBoard Cooperative's approved vendor, Philpot Ford.
