6. Modular classrooms, decks and ramps

Description:
Local government code, Chapter 791, enables the District to purchase goods or services through interlocal agreements without using a bid process. Staff determined that the Texas Association of School Boards, Buy Board, and The Cooperative Purchasing Network (TCPN) have available approved vendors for modular classroom units and re-usable aluminum decks and ramps for modular classrooms. Modular classrooms are being used throughout the District to provide temporary space for schools that are being renovated and to relieve overcrowding on campuses that experience rapid growth.
Staff recommends modular units built by Ramtech Building Systems. Ramtech is an awarded vendor with the Buy Board and offers buildings that are durable, competitively priced, and meet local building codes. The price for a four classroom (quad) unit is $98,835.00. Staff recommends the purchase of five units to be used at various campuses. Some campus configurations require the temporary use of a toilet unit. Ramtech also offers a 12 foot by 20 foot modular toilet unit at $32,495.00. Staff recommends the purchase of one unit to meet ongoing needs.
Through the TCPN Cooperative, staff recommends the purchase of an existing quad unit that is currently in use at the Special Programs Center on Legacy. The purchase price is $69,200.00.
Additionally, Staff recommends using a Buy Board vendor for the purchase of reusable aluminum decks and ramps for six quad units. The decking and ramp systems are reusable and afford accessibility for all students. A set of ramps and decks were purchased last year on a trial basis. Staff determined them to be very sturdy and easier for Facility Services Staff to move and install. The cost of the deck and ramp systems for six quad classrooms is $63,768.00. The aluminum decks and ramps offered by Redd Team are recommended as offering the best value.
This purchase will relieve the M & O fund of an expenditure and the pay back period is 3 years to recover the purchase cost. Due to on-going renovation and growth, these units will be moved to accommodate temporary needs. The buildings will also have surplus value.
Recommendation:
The Administration recommends that the purchase of one existing modular quad classroom unit, five new classroom units, one toilet unit, and six sets of aluminum decks and ramps be approved.
