Description:
Several years ago Plano ISD developed guidelines for employment after retirement. Per Policy DC (LEGAL) and TEA, those guidelines must include the following three items.
1. A list of acute shortage areas:
For the purpose of hiring retirees, Policy DC (LEGAL) and TEA guidelines require the local Board of Trustees to determine whether there are acute areas of teacher shortage in the district. The district should consider the list of areas of acute teacher shortage as identified by TEA.
2. Suggested criteria for identifying local acute shortage areas:
The district has not identified any areas of additional local acute shortage.
3. A requirement that a certified applicant for a position as a classroom teacher who is not a retiree be given preference in hiring:
PISD guidelines include this statement.
Recommendation:
Concerning item 1 above, historically Plano ISD has determined that district shortage areas are in line with those that TEA has identified at the state level, including: math, science, special education, languages other than English, bilingual/ESL, and technology applications. The district's legal counsel has recommended that the Board be asked to approve acute areas of teacher shortage on an annual basis. Therefore, staff recommends that the Plano ISD Board of Trustees approve the identification of TEA's list of acute teacher shortage areas as the acute teacher shortage areas for Plano ISD, pursuant to policy DC (LEGAL).
